Field Inspection Program


A sound field inspection program is a critical to effective EGD regulation. The regulatory agency itself must direct this program. As a core regulatory element, it should not be outsourced to a private contractor. The following outline contains the key elements of an initial field inspection program:

Inspection Preparation

  1. Identify targeted inspection casino
  2. Obtain detailed log of on-site gaming devices at all locations
  3. Obtain/organize any gaming device field inspection manual
  4. Identify and secure any testing and related inspection resources (testing devices, test carts, hardware library, etc.)
  5. Prepare/update inspection checklist; review new device documentation
  6. Identify team members and brief team on inspection assignments, timelines and goals
  7. Contact casino and arrange for inspection date time and place
  8. Identify key contact casino and regulatory personnel

Field Inspection

  1. Conduct a complete inventory of all on-site gaming devices. Note in detail any discrepancies
  2. Conduct full inspection of each gaming device, including reel strips, coin acceptors and bill validators
  3. Inspect and record identifying characteristics of motherboard
  4. Remove and verify all EGD eproms or other storage media
  5. Record all storage device characteristics on game inspection log
  6. Inspect all peripheral devices
  7. Test all communication systems
  8. Conduct a 10 coin test
  9. Verify bi-directional communication systems
  10. Complete inspection log for each machine

Exit conference

  1. Prepare detailed summary of all inspection activity, noting and describing any deviations form expected results
  2. Meet with casino management to discuss results and obtain input on any problems or unexpected findings
  3. File a full report, including any significant findings or further oversight recommendation

Important Inspection Considerations

  • The inspection process outlined above will almost universally be met with some resistance by the casino operator. It will be necessary, therefore, to demonstrate sensitivity to the legitimate concerns of the operator such as peak casino operation hours, interruption of gaming activity, employee concerns and perceived negative media reactions.
  • The inspection must be conducted quickly, efficiently and professionally, avoiding any unnecessary delays in the process or any event that might prolong the disruption of casino operations and/or casino personnel schedules.
  • The agency should be completely forthright with the casino management as to all findings and should work to solve problems discovered during the inspection process. The object is to gain cooperation and compliance.
  • After the initial comprehensive inspection, the agency can consider permitting the operator to inspect and seal gaming devices though implementation of an agency approved program. The agency would then monitor the operator's program through a random inspection process.
